Description of Works

This impressive new development in the heart of Eastbourne town centre comprised demolition, refurbishment and remodelling works to convert commercial office premises into a number of residential apartments for private rental. Spanning 3 floors above ground floor retail and commercial units, the former office development was transformed into 21 modern 1 and 2 bedroom flats including kitchen, dining and bathroom accommodation.

A logistically challenging project, the site was located on a busy one way street and surrounded by public, retail, residential and commercial properties including the popular Tesco Express directly below, adjacent public gymnasium and Town Hall opposite. The Vulcan Ellis team worked closely with each stakeholder from the outset, ensuring open and regular communication as a means to minimise disruption and develop good relations; endeavours included introductory and regular letterdrops, daily liaison/meetings, the provision of site tours and an open-door policy enabling the Site Manager to be approached at any me with questions or concerns.

Giving consideration to the heavy traffic and foo all surrounding the development, a bespoke Traffic Management Plan was developed collaboratively with the neighbours to enable safe road and pavement access and the control of site traffic; the team utilised the underground basement for site welfare, storage and delivery drop-off ensuring timings did not clash with Tescos deliveries nor the busy school run and rush hour periods. Working with the Highways Agency, local Council and supply chain partners, a rescheduling exercise enabled a road closure for water mains works to be postponed until after the annual Eastbourne Air Show (thus preventing local traffic congestion) with no detriment to programme.

The project was completed both on budget and to programme including additional works. Commended by both the client and neighbours, the team’s effort in managing a safe, considerate and respectful site was duly recognised in a subsequent ’Performance Beyond Compliance’ Award under the national Considerate Constructors Scheme.
